Overview

FSSAI State Licence is required for food businesses with annual turnover between Rs.12 lakhs and Rs.20 crores operating within a single state — including mid-size restaurants, food manufacturers, distributors, cold storage operators, and retail food chains. Central Licence is required for businesses with turnover above Rs.20 crores, multi-state operations, food importers and exporters, food manufacturers supplying to central government institutions, and e-commerce food platforms.

Unlike Basic Registration, both State and Central Licences require an on-site inspection of the food processing or storage facility. The Food Safety Officer (FSO) verifies compliance with infrastructure, equipment, hygiene, water supply, waste disposal, and food safety management plan requirements. MFiling manages complete State and Central Licence applications including HACCP/FSMS documentation, blueprint submission, and FSO follow-up.

Government fees: Rs.2,000–5,000/year (State), Rs.7,500/year (Central). Processing time: 30–45 days (State), 45–60 days (Central). MFiling professional charges: from Rs.4,999 (State), Rs.7,999 (Central).

Frequently Asked Questions

Can I get a FSSAI Central Licence for a business that manufactures in one state and sells nationally?
Yes. Any business that manufactures food products and distributes or sells them across state boundaries requires a Central Licence, regardless of the manufacturing location or turnover level. Single-state manufacturers with turnover above Rs.20 crore also require Central Licence.
What is the validity period of FSSAI State and Central Licences?
FSSAI State and Central Licences can be obtained for 1 to 5 years at the applicant's choice. Renewal must be filed at least 30 days before expiry. Operating with an expired licence attracts the same penalties as operating without a licence — up to Rs.5 lakhs fine.
